Texas Imelda death toll rises to five

Five deaths in the Houston area are now being blamed on flooding triggered by Tropical Storm Imelda. 

The remnants of the storm dumped 43 inches of rain on southeast Texas, much of it within 24 hours causing extensive flooding and deaths in Houston.

Governor Greg Abbott has declared a state of emergency for 13 counties. 

Harris County officials say recovery centers at Kingwood United Methodist Church, on Woodland Hills Drive and Grayson Community Center on Corpus Christi Street near Freeport Street will be opening today to help those in need.
