Army veteran Gary Kennedy says Carter’s war medals were found in a local dumpster, and he wants to return them to the rightful owner, even if Carter is not alive.
Kennedy tells KWES-TV that “somebody worked hard for this.”
It’s unclear who discarded the medals, given to men and women injured or killed by a wartime enemy.
